Foam filled tires are filled with liquid rubber that cures to form a solid rubber tire that is very heavy. It is expensive and is not a do it yourself job. I would not foam fill a half worn out tire only new. I would consider foam filled tires to be solid--the foam filled tires I have been around had NO give to them, every bit as unforgiving as the airless skid steer tires I have used. If you are on dirt, especially soft dirt, the airless tires are nowhere near as good as regular air-filled. We have Filled tires on our skid-steer.
