Yes, it should have float. If it hasn't been used for a while the dent balls/springs can rust up and stick, making it difficult to engage. Try stepping solidly on the front of the lift pedal .

Update: So after putting about ~40 hours on the "new to me" 751, and continuously trying to get the float to work, I finally got it to float. The only issue is, I have to hold the pedal down as it does not stay in detent by itself.
