I have bypassed the seat belt circuit, tried a new instrument cluster, traced all ground wires to negative, and checked continuity on solenoids and fuses. Install a same amperage circuit breaker in place of the fuse for testing purposes and then disconnect the solenoid valve from the circuit to then see if the breaker still trips or a fuse still blows when doing so that would confirm a faulty solenoid if the breaker no longer fails.
